The green hydrogen ecosystem is an economic lever complementary to other already installed ecosystems. The successful Moroccan experience in creating an ecosystem for various industries, such as OCP, aeronautics, vehicle, etc., must maintain the same approach for the green energy industry. With such an approach, will allow a double economic gain: produce and export green hydrogen and strengthen the technical and technological capacity of Moroccans to have the human resources to carry out such technologies, and then be able to innovate and create the green hydrogen «created in Morocco 100%».

By adopting a similar strategic orientation, Morocco will also be able to export its know-how in this field, and play an active role in the development of African countries willing to produce green hydrogen and renewable energies.

An economic intelligence team dedicated to this area will allow a controlled and oriented evolution of this industry. To start, it is necessary to set up a cell for monitoring, processing and disseminating information.

To develop such an industry, massive investment is needed in infrastructure, human resources and technology.

To establish a global planning, it is imperative to ensure perfect coordination between the various state actors.

The production of green hydrogen in Morocco is conditioned by:

  • Green energy
  • Morocco has significant green energy resources (solar and wind),
  • Ultra-pure water source:
  • Lack of water, Morocco is forced to use seawater, through the construction of desalination stations, several projects are being carried out or
  • Specific ultrapure water production facilities must be built to meet the needs of hydrogen production
  • Hydrogen production units:
  • An encouraging Moroccan offer for hydrogen investors and producers, with reservation of 5 million hectares and tax and customs incentives, …
  • Human resources in engineers, technicians, …
  • Transport infrastructure, storage
  • Ministerial coordination is needed for the updating of existing infrastructures and the creation of others, to facilitate delivery, storage of hydrogen produced; namely: dedicated port infrastructures, land transport means and storage units.

The Green H2 Cluster initiative, of setting up reflection committees on several themes in relation with the green hydrogen industry:

  • Innovation and Skills Building Committee: 6PMU and EUROMED
  • Infrastructure Committee: ONEE and ANP
  • Industrial Value Chain Committee: Innov’x and NAREVA
  • Development and territoriality committee: MASEN and TAQA Morocco
  • Regulatory, standardization and certification committee: IRESEN and HIF-Global
  • Financing, incubation and acceleration committee CDG Invest & UIR

The work of the various committees will help to establish a clear strategy for the development of this industry and become an African and global leader.

Moroccan policy, under the patronage of His Majesty Mohammed VI, is making every effort to overcome obstacles. Costs may be reduced by financial incentives, economies of scale, innovation, efficiency gains and improvements in electrolyser manufacturing:

  • Setting targets for electrolyser capacity
  • Tackling high capital cost
  • Improving tax schemes for electrolysers
  • Paying a premium for green hydrogen
  • Ensuring additionality of renewables generation
  • Increasing support for research
  • Kicking off international collaboration on global trading of hydrogen
  • Identifying priorities for conversion programmes
  • Aligning standards and blending targets
  • Financing infrastructure development
